How about this: buy a game containing the 9.0J update on emunand eshop > transfer to sysnand and update it > install browser cia into emunand > inject into sysnand?

You would need a hard mod I would assume. The theory would be that you can update to 10.x and get a 9.0 cia. Once done dump the legit cia and install to 8.1 system nand via GW. Run, update when prompted with wifi off and you should be on 9.0-J. From here use GW to install the browser and you're all set

This is all theoretical

Edit: you also may be able to spoof 8.1 system nand for eshop access. I know even on a 8.1-0 eshop still works
