1. SMBX is written in Visual Basic with only a decompiled version avaliable- so it'd be more likely to see someone rewrite it then port it.

2. Custom map loading for Mario Kart 7 would probably require access to the system kernel which we don't have, or at the very least- the ability to modify game files and load them- something which would likely also enabled the piracy of 3DS games- which also would require kernel access.

3. What do you mean by Flash player? As in- like Flash integrated into the web browser? Because no- that won't be happening.

Numbers 1 and 3 seem like they would be impossible, but 2 could be possible on 9.2 and below, but as a PC program, not on the 3DS itself.

with smbx it would be just be the main game not editor
That's not what cripples the idea- the game is not open source- there is a decompiled version somewhere- but it's a visual basic file- and without a lot of tweaking and experimenting with all the code- it would be hard to port to the 3DS directly.

genesis emulator! can we get this on homebrew and is there one already out
See, now that's actually reasonable- I'm sure that the official RetroArch port of the Genesis Plus GX core will run decently- however- it's anyones guess when that will happen. It's also possible someone is porting or writing an emulator- but who knows. I'd also like to see a genesis emulator ported sometime.

Super Mario 64 is pretty light, afaik. I don't know about MK64, but I doubt we will ever see playable n64 emulation on 3DS.
