Im not really sure why you'd want to, as any CFW that lets you run CIAs in the first place will no doubt allow you to run CIAs from any region
Indeed. Not sure why FunkyCIA2 doesn't support region free patching though, maybe @cearp can shed some light on the matter?
There are still those CFW that don't have built in region free and Free Multi Patcher or DevMenu/FBI is needed to enable region free. rxTools has it now but I'm not sure if any of the n3DS compatible CFW do.

hello,
thank you all for reply.

Before post, I read suggested link. But '3DS Simple CIA Converter' need, for example, start from .3ds.
I'm on CFW and want to try install .CIA from other region, but don't to face my console to any risk.

thank you again for your time,
m.

If you rebuild CIA, you can remove region lock...
So, Personally, I will dump an original cartridge and will convert into cia ... (.3DS or .3DZ to .CIA) with ciakonpack per ex... dump:15-35 Min, convert 2 min.
clean dump... and you can remove region lock properly...

i have explained it a few times i think (no problem though) - to make a cia region free we need to decrypt it with keys that we can only find from the 3ds, edit it to be region free, then encrypt/repack it.
it is much neater and easier to keep it original and clean, and faster, not needed to use the 3ds to generate keys to decrypt :)
i could add it as a function but i'm not interested, FunkyCIA is meant for building straight from CDN as neat as possible

-edit. i would have put some effort in if region free was important, but i use gw and don't use much out of region stuff anyway.
i would hope all cfw stuff will implement proper region free, and it seems like it is getting there i think...?
but yeah, better to improve region free of cfw stuff, than to 'fix' every game out there.

Actually this is a really great topic. Maybe not with normal CIA files, but what about the Legit CIA Files? I could bring a EUR Smash Legit CIA file and install it on a USA System? or even a Jap System? That would be awesome in my opinion.

==edit==

Or can you do this now with out harming the 3ds' sysnand?

I believe reinand is your option to installing cia's + running emunand so you don't mess with sysnand.

I think other reason to have a .CIA region free tool it's also to try JAP eshop titles on EU/USA consoles.
Since SuperFamicom time, there are some titles that are worth being played.

Sorry for bordeline post and bad english,
m.
