Not all of them, although you do see them from time to time, like Stop/Arrêter signs, although they're probably more commonplace in New Brunswick, the only officially bilingual province.
Ah? Quebec isn't officially bilingual? It's hard to not find someone speaking english nowadays :P

I have a question:
I'm going to port some of my C games over to the 3DS, so I basically needs DevKitARM + Ctrulib + Libsf2d? Or do I need something else?
 
Yes, compiled and installed with "make install" command.
I've already started porting my code, but all sprites and bgs are in .png format. A member said me that I have to convert them to .C images using GIMP to use with sf2dlib.
Yep. Just open the image in gimp, File -> export as -> File type: after extension -> C-sourcecode -> export -> change the name -> uncheck "GLib-Types" -> you can check alphachannel if you need transparency.

And you have to change the beginning of the .c files a bit. But you can find the stuff you need in the sample files.
