Long Answer: Your options are these.
> Sky 3DS (If you want to play games, you can't run homebrews or native emulators with it)
> Ninjhax 2.0 (If you want to use homebrews and native emulators, you'll need Cubic Ninja)
> Future Ironhax exploit (You'll need the game "Ironfall Invasion" from the 3DS Eshop, located on the indie section, and wait until smealum (A famous 3ds hacker) release the exploit for this game, you can only use homebrew with it though)

he want to hack the latest frimware without buying anything so he doesn´t mind buying a flashcard or a expensive flashcard like sky3ds and i don´t think he knows about the how to make work a flashcard

Firmwares 4.X-9.2 only. Since your 3DS is on firmware 9.9, you can't play 3DS roms/backups. And the "DS Emulator" is not exactly an "Emulator" in the 3DS. The 3DS has backwards compatibility with DS games so it plays DS games like a regular DS console. In other words, you can't play DS roms/backups without a DS flashcart.
