Hmm, just observed something interesting. The download speed of the 3DS is different between foreground downloading and sleep mode downloading. Downloads are faster (~400kB/s) when in the foreground than when in sleep mode (~250kB/s).

This was tested on O3DS 9.9.0-26 with a single game downloading rather than multiple parallel downloads.
