Had the same problem on 1.1 CHMM just suck. Use the 3ds exdata tool from the starterpack instead it does work as it should.

Are you using CHHM? Where is your Themes/ directory? At least for the old ninjhax you had to put it in the CHHM directory in /3ds.

Use the gateway setup by putting themes folder on the root of the sd. Enable one of the default color themes before installing custom to get the bgm to work.

I had the same problem. To fix it put the themes folder on the root of the sd card like gateway users have to do.
