The regionfour site it VERY slow right now so maybe the installation error is related to that. This error code you're getting is a failed file write.

Smea told me that its because of how there isn't enough space in my save game. But I clearly deleted it.

Have you used any other exploit with CN before? And what FW are you running. If you use many other exploits the files they create won't be removed when you clear the save data, thus any new exploit won't have enough space. If your running 9.2 or below you can use SaveDataFiller to remove the entire sava data of CN. You could also do this on another system with a 9.2 or below FW if your N3ds is above 9.2.

Are you connected to the internet?
The menu shouldn't load if your not connected, it would just crash the game if I remember correctly.

Interesting. Have you used it for a bunch of other exploits? Do you have CN save data?

The thing about CN save deleting is it only gets rid of files it recognizes like mslot0.map. You need someone with savedatafiler (<= 9.2 3ds with CFW) to give your CN a full erase (FFing out all save data) otherwise know as factory state. That's what I recommend you try.
(edit: GW can do this too by restoring a FF filled save file named AQNE.SAV)

fun fact the save deletion only deletes the expected CN save file, if there is other stuff on the cart i.e NTR/ninjhax/GW the payloads are left there....to get around it you can either
A)use a save dongle to wipe the save or restore a incorrect save to the cart so its seen as corrupted and force erased
B) use the gateway menu and choose "diagnostics" with CN in the cart slot to wipe the save
C) try waiting till the game is mid saving and pop the card out and see if you can corrupt the save that way

I have used ninjhax with the same cart.

Yeah, my guess is to corrupt via save canceling. Also, I've installed ninjhax a few times on my CN. Does it redownload the files or just use the files already on the save? I haven't had this problem before.

I tried to corrupt the save by ejecting the cart but it still doesn't work

You can use a DS w/ a DS flash cart and the 3DS save manager to wipe the data, I believe. I've wiped saves w/ it in the past (e.g. reset my RE: Mercenaries cart), but I haven't tried it w/ CN, or used it in some time for that matter.

Problem is that you need to either use something like a Code Breaker/Exploder (switched off) or some other extension... Or cut off the extra tab on the 3DS cart so it will fit in the DS slot. I'm not sure if the newer Action Replay would work (the newer one that you plug the DS cart into, rather than the original model you swap out for the cart), as I don't know if it has an off switch like the Codebreaker does.

The only flash cart that I have is an R4i but its broken.

I rather enjoy a life of taking it easy. I haven't reached that life yet though.
