Thanks for insulting me!
The condescending fuck is trying to understand what could be the cause of the "4k" file, and it could be caused by following OpenDNS tutorial too.
I just find it strange that an ISP would be blocking nintendo, but you show the proof it was really your ISP...
filtering this URL will prevent all legit users from updating their 3DS. I don't know who reported that URL as spam, but that's really bad practice. I hope that ISP will remove that filter.
That term is not an insult towards an individual. It describes an individual's actions. In your case, insulting my intelligence. But, yes... I don't understand why my ISP is that stupid and they need to stop blocking it. Although I did just recently update my O3DS emunand to 9.8, so getting an update from system settings must be using a different URL, no? I guess they could have just blocked it within the last day or two...

Edit: and you are correct about the firmware.bin being an HTML file. It was just from my ISP, not opendns (which... I don't understand anyway. opendns doesn't block anything at all... do they?)

I think that firmware url (00000049) is used since 9.x (9.2?)
before that, it was 0000003f

so if you were already past 9.x, it was not downloaded so you could update to 9.8
if you were below 9.x and successfully updated emuNAND, then maybe it has a mac range filter to allow nintendo's devices.

well to be fair the "not being able to get stuff from NUS is 99% of the time down to people actively blocking it.....and most of the time they don't put 2 and 2 together and just think programs are broken or whatever......and the links are the exact same ones used by the 3DS to pull updates so if the ISP blocked them everyone on the same ISP would not be able to download any updates for their wii u or 3DS, and im pretty sure most ISP would have a whitelist of domains owned by big corporations that wouldnt just automatically get flagged as spam/dangerous.......so to be fair cyan's assumption was fairly well grounded

and i dont think he was particularly condescending, afterall he was the one who helped you figure out the issue, be it an ISP block or a manually setup block the end result is the same, the file you downloaded was simply a HTML saying "this page is blocked", and yeah openDNS is what some people are using to block wiiu updates which often leads to them wondering why they cant pull stuff from NUS anymore

That would seem possible, except that 3DNUS seems to work...

I was on 9.2 or 9.5 emunand though.

And I thanked him for the help, and clarified that it WAS my ISP. He made what I took as a condescending reply after that fact. But @Cyan thanks for understanding and deleting the post, instead of giving me another warning. I don't even remember where my 1 warning came from... says it's dated 2010...

Guys i need some help..

I have one japanese 3ds , with RXtools , i really apreciated this update for region free but, how i can play Retail card from other region? This Region Free only works to Cias? , i wish to play my retail card for English Pokemon Alpha Sapphire but i cant play.. shows a region lock message and other english retail games dont appear... =/ thanks for help my question..

And sorry for my poor english.. i'm brazilian
Sorry to say, the region free doesn't actually work with carts at this point in time. It only patches one issue, but carts have multiple to deal with.
Worst case, you could use Uncart or Gateway to dump your cart, convert it to CIA, install it and transfer your save with SaveDataFiler (if you have one).
Just writing that makes it sound like a process though, so I can see why one might not want to do that.

With all these beta and fixes we are in a mess confusion. Will this changes be in the next release soon?

I compiled the most recent version of rxTools with all your commits and successfully injected the FBI in the sysNand. Many thanks!
is it normal to see a million warnings during compile? I'm currently installing visual studio so I can build armips... If there's a quicker way to download what's needed, I'd appreciate it. I don't understand why so many projects are available as source code only :(

Edit: Found a binary of armips but it is version 0.7D from April of 2013. Is it ok to use that or do I need to build the latest?

Really really stupid question.

Even if we inject FBI in the health app, we still need to run a sign check patched firmware to run it?

Is there a reason why rxtools won't allow me to dump secureinfo_A? I get an error "Cannot read file. Press A to go back"

I'm using a Virtual Machine and Ubuntu so I can't help you there. If you want to try the latest build, I uploaded it here.
I was asking about the latest armips though, but thanks. Since I'm still awake and visual studio finished installing, I built the latest armips from source. Sucks the guy left out a header file that I found a few versions of around the 'net that didn't work out, only to find out he had his own in another of his github repositories (so hint, if you grab the armips source, click on the guys name after that to grab his tinyformat.h as well).

Don't think it makes a difference though. And while building rxtools, I see that armips still calls itself 0.7 even though it's obviously vastly larger.

Anyway, one more curiosity. After building rxtools myself, shouldn't there be a .3dsx and .smdh file somewhere? I don't see any. I do have the rxTools.dat and a bunch of other stuff that isn't in the release download on github...

The .zip you uploaded has a ninjhax folder. I didn't get one when I built it. Any guesses why?

Your console might have a SecureInfo_B file instead. My original 3DS had one. rxTools dumper may not be coded to look for the other one.

Is there a reason why rxtools won't allow me to dump secureinfo_A? I get an error "Cannot read file. Press A to go back"

I'll fix that in a sec. Weird that I forgot to check the file dumping/injection code. The FBI injection code is compatible with the SecureInfo_B file to determine the console region, though.

EDIT: done -> https://github.com/roxas75/rxTools/pull/30.

@Bill Ding Can you please test this build?

Yes, all of these changes will most likely be included in the next official release.

Well, the linux version also has its problems: it doesn't compile with the latest sources; the Parser branch fixes it but it doesn't work, so I ended up using the code from this commit.

Compile with "make release" and all the files will be in the release folder.
