ROM Hack Is it possible to upgrade games without eshop?

and my English is bad
but I have two 3DS one with eShop bann 005-5964 (Is there any way to remove the bann?)
and other software in 9.4 but I want to update my pokemon without updating the second console

Are they both above 9.2?

If the one with an eshop ban is 9.2 or below, you could use pasta, and a cia installer to install the update without using the eshop. You would need to find and download the correct cia for your region.

No your out of luck unless you have a Nand backup from 9.2 or below and flash it back with a hardware mod.
