Hacking Downgrading My 3DS

Hello, thanks for taking the time to read my post! Anyway, every time I attempt to downgrade my 3DS to 4.point-whatever it always give me a fatal error after step 7 when downgrading. I have seen similar posts like this on different sites. I am really hoping someone can help me!

Yes, I updated using Pokemon Alpha Sapphire. I am on 3DS Version 7.2.0-4U.

Do this :
- Backup your sd card content
- Go to the gateway menu and choose format emunand (if you already have one, make a backup with emunand tool first)
- Use 3DNUS to download the 7.2.0-17U update (type 7.2.0-17 in title id and USA in version)
- Once it's done put the 7.2.0-17 folder in your sd card root
- Boot into your emunand and install all the cias with BigBlueMenu (use the "import all cias" options)
- Restart your console and boot into your emunand again to make sure it works.
- Backup your emunand with Emunand tool, and rename it NAND.bin
- Flash it to your sysnand with the gateway menu (hold up while choosing the downgrade option)
- Your sysnand will be on 7.2.0-17, and the downgrade should work.

When I go to import the .cia files it says: Import failed. File: 00040010000210000.cia This cia is invalid. (0xD8E08027)
