Hardware Looking for a Budget Windows Tablet

Hello all,
Essentially, I'm looking to buy a very (VERY) cheap windows 8.1 tablet. I would be using it for light web browsing, some videos, the occasional emulator and above all else reading digital comics. Normally i would go for an Android tablet, but I specifically want to be able to easily throw comics onto the machine with no issue, and windows will let me do that via utorrent, and the like, as well as have full access to a windows computer if i need it when i am out.

As of now i'm looking at two different tablets:

Of those two choices I would go with the Pipo..
Two of my kids have Dell Venue 8 tablets, very similar to the Pipo.. They like the tablet very much, it is a real PC, they run minecraft on it, can hook up a game controller, etc. Emulators run great, and surfing the web is no problem..
Personally, I try to avoid Android/Google products

If you want a 7.0 inch tablet it's pretty hard to beat the Nexus 7 in terms of quality/price. It's the best tablet in your price range and it does just what you want...
I've had one of these for quite some time and I haven't had problems with opening anything up (including comics, although I'm more of a manga guy).
The main problem with any Windows tablet I've ever used is that the battery blows. Most of them drop to 10% with less than 4 hours of light usage(browsing, Reddit, Youtube).
It's certainly comfortable to have a tablet that is also useable as a low-budget laptop, but I do not think it's a deal-breaker...at least not as much as the battery.

I suggest you get the 2012 version, since it fits your budget better and it does light tasks just as well as any other tablet.

Edit: I'd also like to point out that Android does emulators just as well as Windows does(with Dolphin and PCSX2 being the exceptions, but those shouldnt run on low-budget Windows tablets).

You provide some pretty valid arguments, and the 2012 model is very much in my price range (hell, used i can get one for $100). The only real worry i'd have now is the battery life, which if is good i'll be picking one up quite soon.
So, how long do you reckon i'd get just doing what's mentioned above with such a tablet?

Battery life is fine. On Android 5.0.2 (which I strongly suggest you update to, as it greatly increases performance) I can easily get 7+ hours worth of battery on a single charge with both light and heavy usage.
I've had this tablet for just a couple of months, though, so I'm not too sure if the battery holds up well over time, but it's been doing great so far.
There are ways to replace it, so I do believe that this tablet will last you quite a while, both in terms of single-charge and long-term usage.

By the way, if you want to make the most out of your tablet, I suggest heading over to xda developers. They're pretty much the best Android forum out there and it has helped me more than a couple of times. I also suggest reading up a guide on rooting since it opens up tons of customisability options on the tablet. Otherwise, enjoy your purchase.
