Hardware Change Sd to Fat16 from Fat32

I cant seem to find how to change the format. When I rightclick->format it just gives me 3 options, FAT32 (default), NTFS and exFat. Even the SDformatter app from SDA doesn't seem to have the option. Anyone know how I can? Thanks.

(This is my first post, btw so be gentle)

FAT16's maximum volume size is 2 GB with 32 KB clusters. (If you use 64 KB clusters, it goes up to 4 GB, but some systems have problems handling this.)

^^, you can force a card with more than 4gb to be fat16, but if you do this to (example 32 gb card) you can only use 4gb of the card..

I did say volume size, not the full device. "Forcing" the card to be FAT16 means creating a 4GB partition and formatting it as FAT16.

Is there any particular reason why you'd want to use FAT16 over FAT32? As it was said above, FAT16 has volume size limitations restricting you from utilizing the full capacity of your SD card.
