The New 3ds is great I love its screen (I have the XL)

I have two regular N3DS.. The 3d is superb.

I think maybe GW is waiting the release of official firmware 9.5 or 10.0 from Nitendo, because GW wants to add supporting emunand 9.5 in their new 3.0.

If they release 3.0 supporting emunand 9.4, then immdiately Nitendo release update of 9.5, that will be a bad position for gw.

If I wish to install a .cia file, do I have to place the .cia file into the onboard (micro)SD or can I install it from the red card's mircroSD to the onboard (micro)SD?
If it is the former, could I place the .cia files into the system before gateway-ing the system or after it has been gateway'ed?

Its early in the morning in east asia. If they are from there, I think they will release
in the next few hours, to monitor the server load over the day and fix
some problems immediately.
