That's how ppl with faulty gateway cards that couldn't save normally workaround this

Nope not yet. That would require decrypting the card1 save.
MT card launcher might be able actually. I know it has some save editing/conversion features but I don't know if it can save a decrypted version of the save for you to do with as you wish. Plus that only works with early 3DS games using an old insecure save encryption.
You could actually decrypt those saves yourself as well, there's a tool that can decrypt saves using the old method. But most games won't work with it, only the really early ones.

So, short answer: No, but there are some exceptions.
