Hacking Help a noob here?

hello!
Well My Cousin had his ps3 slim unlocked, but her updated it to 4.60 and asked my help to solve his problem to load games from his HD Again ... And I know nothing about Ps3 OTL
Well, I see that there are multian, that apartenly are blocked by the update, I Looked around what I should do and they say that it need a downgrade. Looking more I saw about E3 thing and found this that say we can downgrade without the E3, but other places say that it's impossible, so I do't know if that's safe :v
what I should do?

Those are scam sites.

The only way to downgrade is via E3/Progskeet by either restoring a copy of the NAND/NOR from 3.55 or by patching the FW and flashing it back.
