Does anyone have an idea why is there no option to record videos on my 3DS while 3DS XL can do that? I cannot use internet browser on 3DS either.

Both consoles have the same firmware - 4.5.0

The only solution I can think of would be to update it to the latest version and see if that fixes it, but of course it won't be 4.5 anymore if you do that. It seems almost like some of the things that should have been updated weren't.

Try swapping the SD card between both devices.

Ensure "write protection" (the little tab) is off. (basically, readwrite on)

Do backup if required, before doing so.

How did each of them get to version 4.5? I had a theory that when a 3ds has only been updated using cartridges, some of the functions aren't enabled, and they only get enabled when you update online, so maybe your regular 3ds was updated to 4.5 with a cart and the xl was updated online when 4.5 was current?
I updated my own 3ds (regular) from 2.2 to 4.5 using a cartridge, and I had no video recording, and no browser I think, those options only appeared in emunand when I updated that online.

Limited? Yes :)
If you're entering camera mode by pressing L/R button you get limited functionality. Click 'Nintendo 3DS camera' on the left corner or choose it from main menu to get full access with video capture feature.

I updated both consoles to 4.5 via Animal Crossing cart... Originally 3DS was 4.1.0.0-E and 3DS XL was 4.4.0.10-E. I had one more 3DS with FW 1.0.1.0-E and after updating it didn't have the video function either.

looks like there might be more to firmware updates than we think... :(

I know what you mean, and unfortunately this isn't the case.

How had you reached 4.1.0.0 before that? Was that also through a cart update? Video recording functionality was added with version 3.0.0-5-U (I'm sure the E is the same, or at least a 3. firmware), and thus, if it was something that was only added via updating online, you still wouldn't have had it just by updating via cart. Really, it makes sense that additional firmware features wouldn't be stored on the cart as well. Odds are the cart updates just pass on security updates and such.
