I would like to play Elder Scrolls Arena and Daggerfall on my PSP. Can this be done? If so, can someone instruct me as to how? I want to play these old games, and would prefer to do it on my PSP...

The Dosbox emulator for the PSP is slow, which means it's really only useful for running simple games like Commander Keen. Class of Heroes 2 and 3 (which may get released this year) are decent alternatives.

I don't think a DOS emulator would run all that good on a PSP. It has to emulate all the hardware especially the processor.
So DOSBox for PSP is probably the best you will get.

Wouldn't ES: Arena qualify as a "simple game" due to how ridiculously old it is? Just how old and basic does a game need to be?

Would I be better off doing this on my Android phone? Here are the system specs for my phone: http://www.gsmarena.com/motorola_droid_razr_maxx-4417.php
I am running Android 4.1.2. If this is a better option than the PSP, then what emulator would you suggest I use?

When Commander Keen came out in 1990, how many machines back then do you think were powerful enough to play Arena (1994) or Daggerfall (1996)? These were 2.5D games, advanced for the time, whereas Commander Keen was sprite based. This emulator is barely fast enough to play sprite games like Commander Keen, so what do you think is going to happen when you load up a more demanding game?

Here's the compatibility list:

http://www.pspdosbox.co.uk/a.php

Neither game is listed, but that compatibility list probably isn't complete, so you could always test the games yourself, but I wouldn't get your hopes up.

As for Android, just Google "android 4.1.2" and "dosbox". I won't be able to help you further with that.

Yeah, the PSP works awful for DOS emulation. I tried running "simple" games on it as well, but never managed to maintain a decent FPS rate. DOSBox on Android, however, might work a lot better. Especially considering how some emulators for android support touch-buttons, physical buttons, and even bluetooth controllers. There are a few apps available on the playstore, and online, and there is even a multi-system emulator called "Retroarch" that has DOSBox support.
