He doesn't have a DSi >.>, anyways theres a homebrew called Animatee which is a pretty good animator that you can download
on Filetrip.net (Assuming you have a flashcard).

Just as good as Flipnote... but no online sharing or wide community of users.
 
Closest thing I can think of is the downloadable demo from the japanese Nintendo Channel. You can watch animations online, but that's all it does.

Someone dumped the file, you should be able to find it if you know where to look.

As the creator of Flipnote Studio Player for DS, I can relate that creating an (almost) 1:1 port of Flipnote Studio DSi for the DS Lite is a very delicate problem, mainly because of harsh CPU/RAM limitations on the older platforms. Maybe your best bet is the above-mentioned Animanatee and any possible related apps in existence.
