The standard 3DSes all have black top halves. This was presumably done to make the 3D effect easier on the eyes. I think the size of the 3DSXL means there's no difference though.

I'm not quite sure if you're asking if the XL has better specs compared to the standard 3DS and just made a typo, so...
a) The 3DSXL is almost the same as a normal 3DS. It's just bigger and the 3D-Notification LED was removed.
b) There are no differences between a black model and every other color variation out there.

Some review of the first 3DS XL I have read says that the display and the 3D is better in the XL versions than the normal versions so I have curiosity if the the new Black model have a better display than the original XL versions or if it was the same.

As a 3DS & 3DS XL owner, the 3D effect is better for me on the XL, probably due to the larger screens.
