I was wondering about the 3ds, it's been almost 2 years since the release and still no idea if there will be any homebrews or r4 for this console. I wonder why is that? Is it mostly lack of interest for the console? I don't remember if they took so long for the DS.

The reason why is, put simply, that they did a much better job at making the 3DS hard to hack than they did with the DS.

Because of a feature in the processor called "execute disable bit" it's impossible to use most of the previously normal ways to hack it and finding a good place (if many even exist) to use one of the other hacking methods that ISN'T blocked by that is what has been hard. They have finally found one BUT it's so easy for Nintendo to fix with a firmware update and destroy all their work in one shot that they haven't published it until they have something better to go off of.

If they can decrypt stuff using this, couldn't they go the way of the PSP and modify all of the system updates to keep HEN going and still update?

They've obviously made a workaround and not actual decrypting of the main key. If they somehow got the key they would also need a key for every 3DS out there as the key's are unique this time around.

I don't think they can do anything permanent yet. Right now they just do a little trick to convince the 3DS to run homebrew off of an SD card or something and they have to do the same trick again the next time they want to run homebrew. It's a lot harder to make changes to the firmware or other permanent items (like making it un-updateable) because it would have to load those the NORMAL way and without the right encryption and signing keys it will recognize that it's not legit with the new changes and reject it, probably bricking it in the process.

The system isn't hacked because Nintendo actually made it hard to hack. There are some private hacks being worked on, but nothing released to the public yet.
