This is just a guess, but go to options; battle animations; off.

Or you could hack the ROM, replace the animated frames with the first one (or best-looking ones), and play the hacked ROM. Prevents anyone from changing settings.

That turns off the animations of your pokemon's moves, the actual sprites still stretch.

The only ROM I ever hacked was Gold and that was too long ago. ;-;

As Fishaman P said, there isn't any simple clear cut way besides replacing the sprites with the first frame only.
