Takes $20 off some games, although it only works on games that cost $20 or less. Meaning you can get any game that cost $20 for free. I used it to get the DLC Back to Karkand where I was promptly killed.

To have it show up in your library you have to put billing info

It doesn't you are now just able to play on it, I'm guessing because you download it as part of the game but aren't allowed to play it unless you bought it.
