For 3DS, it may be possible if progress in hacking are made, but unfortunately, it seems to be in a dead end.

Not everyone is technologically-inclined enough to know that though, let's refrain from being impolite.

As has been mentioned, the DS is nowhere near powerful enough to emulate the N64. And with that I'll close this thread before it gets silly.
