So I figured out why my pkhex lvl 100 pokemon are not obeying my trainer and it's bc the setting circled in my picture is not sticking to OT and keeps switching back to traded Pokemon setting which is overriding any other obedience setting in pkhex.
If you dont care about pokemon being illegal just make a caught pokemon your template. Set met and obey to lvl1 and you good to go. Every Pokémon will obey you.

I tried doing that and pkhex forces it back to being not blank and showing Latest not OT(HT) the second I set the pokemon. whenever you create a pokemon with pkhex it forces it to be a traded pokemon and there's nothing the user can do bc any changes in the OT/Misc section don't stick. If I change it anything in OT/Misc to be how it should be to make the Pokemon obey it gets immediately reversed to show what's circled in this picture the second I set the pokemon either in the party or box. I didn't set them as traded Pokemon pkhex did that automatically without my permission. And I realize what Latest OT means.

actually I do bc I've been using pkhex for years ever since it first was called pokegen. I definitely did not set it to "Latest OT" and quit assuming I am when I am not. pkhex changes it to "Latest OT" on it's own. I created pokemon in Pokemon X in my most recent playthrough shortly before PLZA came out so on the previous update of pkhex and they obeyed my trainer in Pokemon X even though that trainer had zero badges. I can tell when a program is doing changes on it's own without me doing anything. And yes this most recent update is forcing the pkhex created pokemon to be traded pokemon just as soon as you set them. I dare you to create a pokemon in pkhex right now using a caught pokemon as a templet and check the OT/Misc right before you set it then set then view it again and go to OT/Misc and you will see for yourself what I'm talking about. I want to prove you wrong and prove you have no idea what your talking about.

1: choose a caught pokemon
2: go to main tab and change chosen pokemon to another pokemon that can mega evolve
3. choose shiny option
4: set that pokemon that can mega evolve's mega stone as it's held item
5: set it to be infected with Pokerus
6: set met and obey to lvl 1
7: under stats choose Alpha option
8: set 4 moves
9: change scale size to 255
10: make "Latest OT" blank
11: set it either in party or box
12: view Pokemon again
13: Check OT/Misc tab
I demand you follow those steps right now and bc I want to prove you have no idea what your talking about and I want you to admit you were wrong and and that I was right and I do know what I'm doing.
Ahm heres the thing as i play this game even the pokemon you caught legally wont obey you if your rank is low they base it on that and its on percentage too.. sample my rank obedience max is 30 if i go 31 it will obey but sometimes it wont rarely but if i go farther to 35 it will happen frequently.. pls know the mechanics of the game before chasing PKhex..another thing pls be calm your in a forum and your trowing on a tantrums like a child

And oh... That should be blank if its not traded yet.. the important part is on the top one the SID number and TID number.. again if you dont want to get answers that you dont like dont ask here.. even you use pkhex before does not mean you know it all.. even pro get it wrong sometimes..
Ok so setting the obedience level to what lvl pokemon can obey me at my current rank in pkhex did nothing bc those pkhex created pokemon still don't obey me at lvl 100. I'm pretty sure now the Pokemon creation tool is not working correctly in pkhex with the current update. Well damn this is going to be a real pain in the ass to play the game with my pkhex created pokemon bc at every rank I'm going to have to modify them to the maximum lvl they can obey at bc setting the obedience lvl manually in pkhex doesn't do anything at all and is completely useless and is completely broken. So what else can I do to get my lvl 100 pkhex created pokemon to obey my trainer who's at rank Y? I'm at my wits end on trying to figure it out. Both circled settings in both pictures didn't work at all.

I mean I used Talenflame first as a templet then created Dragonite then used Dragonite as a templet then created Feraligatr then used Feraligatr as templet and then used Dragonite as templet for creating Emboar then used Emboar as templet then created Ash Greninja then used Ash Greninja as a templet then created Delphox then used Delphox as templet then created Chesnaught then used Chesnaught as templet then created Meganium.
