Thanks for responding so fast I will keep in this thread
Also the latest dlc unlocker should be pinned all the way at the start of the thread right?
I got a little baffled by seeing that the dlc files were in the 4th page of the thread and not the first

Yes I found it via the russian tacking site in the thread NOT IN THE MAIN CROSSWORLD POST but in the thread, just warning people becase I was scouaring to find joker
No joker but the prime and werehog and minecrfat and spongebob are available
To confirm - DLCS for all the paid DLC characters have been released - for Miku you need to complete certain challenges while online connected to Nintendo's servers therefore thanks to @LegoSuperMarioSonicMoon people can the profile save file and restore using softwares like JKSV or DBI (google for how to) which unlocks here...Ichi Ban and Phantom have not been released yet - should be early October so similar to the other DLC characters - either way and pay to unlock them or download necessary DLC NSP files to install into the game to unlock.
I hope this clears everything up for everyone - I had to register to post so hopefully this is helpful.
i think its insane that to unlock ai racer skins you need like 1k or 3k tickets for each racers friendship level and to unlock the other songs in the game you have to A rank every grand prix in time trial mode aka 3 A ranks FOR 1 ALBUM OF SONGS WTF??!!!! EVEN WITH MY BEST VEHICAL I IM LIKE 2 SECONDS TOO SLOW WTF
