It is more than likely true. All of the displayed characters including Ichiban and Joker are already in the game files. They have unlocked the spongebob and minecraft packs on the switch which if you don't use the unlockers will show you that they aren't available until October and November. Someone probably just needs to figure out how to unlock Ichiban and Joker like they did with the other two packs. There is probably some kind of toggle to make them accessible.

How did you get the Sonic Prime characters? Is it another save state, or is it a dlc nsp like the Werehog?

EDIT: Ok, nevermind, I found them myself. If anyone's curious, the save with Miku is right after finishing the first Grand Prix

Joker has not been released yet, he comes out next month. For Miku you need a custom save which is attached to page one of this thread. Install it via DBI

Same place I found the other DLC unlockers and the custom Miku save as well. Probably can't mention it here but if you google 01006E001823D001 you should be able to find the site

Actually, no. Not every site that has the game has the DLC unlockers or the custom save, I had to find a very specific site
 
For info , List of DLC uncloker (unlocks automatically after having completed at least one complete race) :

Actually, no. Not every site that has the game has the DLC unlockers or the custom save, I had to find a very specific site

I noticed how you got the unlockers for a lot of the other DLC characters like Joker, mind sharing the save file you have those on?

Joker and Ichiban DLC has not been unlocked on Switch yet, only the others have. Miku requires a special save. Just google 01006E001823D001 and it should be the third site, it's a Russian one
