UPD. Got some results from my community member (thanks @Nuked_Sun). And it looks like I guessed right about ERISTA.
Here (under VIDEOS SPOILER) 540p / ERISTA working on Stage 6 (version without plus at the end). ~Almost enough performance (ST6), with rare drops in the most demand location from BOTW. This suggests that the performance of Stage 6+ (plus version) must be enough for 60fps / 540p without drops at all.

Use FPSLocker for it. It works fine besides double character movement speed but that doesn't matter because of the style of game it is.

I hate that it's gotta be done ona per-game basis, instead of using these cheats as a database for a system-wide plugin to be activated based on the game being played.

I've got the cheat database here:

Plus you can download all applicable cheats for games on your system from it using AIO Updater and selecting 'download graphics enhancing cheats'.

There's FPSLocker, a Tesla overlay as well which can uncap framerate correctly on about 50 percent of games or so plus it has its own warehouse with more patches for games that don't work straight out of the box.

You can use both of then together because some games have only have 60FPS cheats and some only have FPSLocker patches.

So you need two things but it's close enough to system wide I'd say.

But this game runs at 60 FPS? It's just because of double buffer and rough performance this game likes to dip into 30 FPS, especially in intro cutscene.

This is a game on an emulator that only runs 30 frames, although I tried the game on an old version and it ran at 60 frames. I don’t know what the real reason is.

I guess you need to increase the effectiveness of your search if after spending "a lot of time" you didn't find it.
