can you compile a windows app in linux? I know that the compiler normally scans your environment.

Yeah you can definitely compile apps for different OS. Most developers do this in fact.
Is there any specific reason for asking this question or is it just a general enquiry?
I ask because yes it's possible but you may need to take additional steps to do so e.g. change the compiler, change variables, etc.
Note that cross-compilation isn't uncommon, not just with Windows but with various other platforms e.g. mobile apps.

it's a general inquiry. someone asked me, and I thought it was possible, but I didn't know how. I compile on both, but I wasn't sure if that was needed.

Eventhough the New 3DS XL is more powerful, I still feel like the DS Lite was a more polished system. It's a real shame that it never got an XL variant keeping the GBA slot. You'd have to go on AliExpress and buy an ML shell to give a DS phat the unofficial "DS Lite" treatment, and that's the best we'll ever get I'm afraid.+1 -

@Jayro, I don't see whats so special about the DS ML, its just a DS lite in a phat shell. At least the phat model had louder speakers, whereas the lite has a much better screen.+1 -
