As we have announced earlier, May 31, 2015 will be the final day to submit new PSM Applications. We are currently receiving a high volume of applications for the PSM Publisher License and the processing time may take longer than usual. We will review the applications in the order of receiving them but please note that the review might not be completed by the due date, May 31, 2015.
If you are waiting for a PSM Publiser License and your PSM Application is almost ready to submit, please send us a screen shot of your PSM Application developed with the PSM SDK. We will review it and put a higher priority on processing your PSM Publiser License application.
Not really. They stated that May 31 is the deadline; after that your application won't be approved. Realising that due to the huge amount of applications received, not everyone will get approved and not everyone's intention is to create games, so they intend to filter genuine devs from suspicious ones by requesting a screenshot. I predict people who are currently waiting for approval and don't have a screenshot to show, won't ever get a publishing license.But the last part seems to suggest they will wait longer to approve those without proof...
Welp, now they want proof that your intention really is to create games by sending them a screenshot of your game. They have updated the FAQ (bold is new):
