Actually, you can get B9S on a 11.4 3DS, even if through a method that is not really that convenient.

ehhh....not without hardmodding or doing an already cfw'd transfer so technically yes, but objectively not. I used it as a comparison since we see dozens of "CAN I CFW ON 11.4!?!?!" weekly.
