from what little I know about freeShop (I don't pirate), doesn't it operate on user-provided title keys and app caches ripped from Nintendo's servers? If so, then it should continue functioning.

Nintendo haven't pushed an update blocking DS flashcarts since 6.x or something, so I'd say yes.
If you are still on 11.3, apparently UDSploit is now the way to run safehax, and downgrade to 2.1 in order to install A9LH+Luma. 3ds.guide has been updated, so get your ass over there pronto.

But... I dont have H&S app. (Gateway removed the app by surprise) and A9LH was wiped by 3DS OS. Can this affect me?

Lol, there goes the next 2-4 hours of your life. And this time, stop using Gateway, get yourself a 64GB SD/microSD card minimum, and install CIAs. Also, avoid updating to 11.4 unless you have a game that you absolutely must play online, and said game requires you to have latest system firmware.
I don't think it should matter. What that step does, is replace the stock H&S app. And once you install the real FBI, the guide has you reinstall the stock H&S app. You're good to go

@SylverReZ, I also heard one of the Prince of Persia games was so unfinished that it required the "24/7 online" drm so a puzzle could be done and the game could be finished. And that when the Ubisoft servers were closed the (cracked) game was impossible to finish or something like that
