First of all, you probably wouldn't be using the Japanese dump.

I don't see the point in having this as a dump. Don't you need the actual pro action replay hardware for this to be useful?

This sort of dump helps development, not playing anything in emulators. Download to complete your set, and ignore if you're not a developer.
