They're unique to just the Wii U to Wii U system transfer, but they seem to be somewhat based off of the Pikmin seen in, well, the Pikmin series, as well as the Nintendo 3DS System Transfer and Wii to Wii U system transfer.

I actually watched the whole transfer animation between Wii and Wii U when i got mine. Loved the little pikmins tirelessly doing their work.

Now I wonder how much space that animation alone takes up in the Wii U's storage
