Hacking Questions about apps/eShop

First of all, I am new here and I don't own a 3DS yet.

But I need to know some things that are recently bothering me:

1. Can you transfer games downloaded from the eShop to your personal computer?
a. Is it possible to have a bucket load of backup games/apps in your personal computer?

2. Can you play the games/use an app owned by others?
a. Saved in their SD cards?

3. Can you back-up files and make duplicates of them?

I am wondering that if you can make backups and save them in your PC, then, it's also possible that you can grab a copy of an app and share it with everybody?

If apps are just like roms of previous consoles, then is it possible to share them once you bought it from the eShop?

a) Yes.

2)No.
a) No, only yours.

3) You can make a copy, but there is no interest in doing such a thing.

For the last hypothesis : You can't share DSiWare and 3DSWare with others, they're link to your DSi/3DS and will only work on it.

I see. So, one cannot share a game or an app?
I thought that by having copies, others can use it too.

Oh, I read that somewhere and I think other data are transferred too.

eShop games cost little in some countries but in my location, you have to pay maybe half the price of an original NDS game for an eShop game like The Rolling Western. That is why I'm wondering if one can share a game.

But my hopes are now down the drain. lol

Have you tried to change your country in settings? I'm from Lithuania but I set that I'm from UK so I see price in pounds. I haven't tried, but I believe if I would change my country to, for example - Germany, I will see different price in euros. After all, people sell their 3DS in worldwide markets like eBay.
