It will never be 100% safe, even with the 3ds system updater. With julian20's sysupdater, the worst case would be a softbrick and it's easily recoverable anyway...
There have been at least two reported cases so far (https://www.reddit.com/r/3dshacks/comments/3zou30/possible_hard_brick_o3ds_103_latest_sysupdater/) of people experiencing an odd brick-like state where they can't boot into regular firmware or HBL and recovery outright doesn't work, leaving them with what seems to be a bricked console. This is with the new sysupdater so nope, not completely safe.

downgrade to 9.2 no more browser nag can happen cfw you can do almost any thing you want its worth the risk and the risk is very small

Either they used a wrong update pack, or a unsafe version of sysupdater. Or they have the themehax error and they just have to take off the sd card to boot correctly...
Formating the 3ds before attempting to downgrade also greatly increase the success chances.

mine got stick on rebooting in 10 secs so i just turned it off and too the sd card out and it worked it does not install nay thing when it says that so it was bricked by corrupt files

Contrary to what a lot of people are saying, there's no rush to downgrade. The 3DS can't be force updated so even when a patch comes out for the downgrade exploit, you'll be fine as long as you don't update.

    so that seems to be a pretty common thing, i kinda blame the dev for that one though as they were giving out like 5 keys to someone just because they asked for multiple copies for review for whatever reason and there were multiple people doing this. he should've seen the red flags
