so i can't download it 12 o clock in my timezone and the aus eshop is not same as eur because games like sun and moon are releasing before eur in aus.

It's not depending of your time zone, it releases at the same time everywhere in the world.

The eShop has different servers, but nonetheless you can still use CDN-FX, that's what I said.

if you already downloaded the cia you can hex edit to put the right enc title key in it

well its easy to decrypt a rom or cia you just use decrypt 9 to do it then put the cia or rom on your pc then use packhack
