Well i was thinking once you add international postage into the mix it starts adding up fast, especially when.you add tracking and stuff too, best bet would be trying to find someone local.....if there is any of those backstreet phone/console repair shop type setups ask in there, usually those kinds of places will take on any sort of work as long as you show them the installation instructions and just explain it's only 4 wires, they wouldn't even need to do a permanent mod, just attach the wires downgrade and remove them afterwards, although a permanent mod means you will always be able to recover from accidental updates etc
If all else fails you might find that it's better to just sell the console to someone who will just downgrade it for themselves to save. On 2 way postage....but really I would just ask around.local repair shops first
With the mod you'll have a connector on the 3DS that you can connect to your PC and you will be able to read/write to it directly with Win32DiskImager (as long as the 3DS is turned on), it's easy to do once the mod is installed. Most people simply mod a USB card reader adding a cable that connects to the connector soldered to the 3DS but some others have built a tiny card reader into the 3DS itself so all that is needed is a regular USB cable. The latter would be preferred for simplicity, so the mod would be self-contained. However that method would also require a small switch to enable or disable the card reader connection or the 3DS wouldn't boot once the card reader was soldered.Where would I get these instructions to show them? Also, I'd need to understand them a bit myself so I could do a bit of explaining if necessary, especially if things are written in English (which they won't understand).

Looks like they repair everything under the sun, a true jack of all trades. I bet they'd be willing to have a look, if I had the documents and explanation on exactly what I want done. (I'd ask for a permanent mod, and pay a little extra for that if necessary.)
Also, once the mod is done, can I do the restoration from my nand at home, on my own?

its much tidier and starts off with the necessary diagrams....but unfortunately doesn't really show the permanent mod on the first post....but it is only 4 pages, so would be fairly simple to read through
it might be worth just saying there is a few people in japan who would likely want the mod done, and you would refer anyone else to them (helps motivate them to learn about it if they think it will lead to more work )
