It is pretty obvious that would be the side effect, since installing a legit CIA basically also modifies your ticket.db, telling your NAND that you have a valid key for that game. Every time you download a new game from the eShop, a valid key is added to your ticket.db, so that the NAND can recognize it. Since you have that valid key, programs like FunkyCIA and eShop can download it again, because Nintendo's servers also recognize it.
So, you can essentially transfer your ticket.db (it does not contain any encryption after you've decrypted the fat16 partition) onto another NAND, and it will act like you've bought every single game that has a valid key in the ticket.db (even legit CIAs).
Now, I don't know how this affects your NINID, but I do know that nintendo at least sends you all the keys you've gotten when you link your account to a new console. I had my account unlinked from my previous (broken) console and I've found all the old 3D videos and demos I downloaded on the previous console in the ticket.db of my new console.
Formatting your console keeps the ticket.db intact, system transferring merges it with another console's.

It ain't a bug, it's what I like to call "broken by design".

But I think that the person I quoted wanted to use CN as entrypoint for GW/HBLauncher and that wouldn't work with the latest firmware to which he would have to update in order to get the CIA.
It works on 9.2. I was saying if we can install CIAs (legit ones) via emunand, and have them run from Sysnand, then if there were a way to get CN in CIA (legit) form, we could run it from sysnand to execute the exploit, yeah? I guess I was just assuming you can "fake" a legit CIA with this.

You can not fake a legit cia if that was the case every one would be doing it.

Does the game show up in your 3ds's download history as a purchased item even though you never actually purchased it? so it can be redownloaded on a clean ds thats signed into your nnid

Nah I'm getting value creep again. I look at a $50 console "but for just a few more dollars you could get XYZ" and I end up considering the Steam Deck.
