One thing that I didn't see to be considered. His console have A9LH, but the region changed firmware is in his sysnand or it's a emunand? Can someone try to walk OP into checking it? Essentially, prepare another SD card with luma and trying to boot it directly. If the region change was performed in emunand only it may be easy to re-prepare the console.

DO A BACKUP OF FILES IN YOUR SD CARD.
I don't know what is installed in that 3DS, but if you need the OTP file from the SD card, you MUST have a backup.

NNID is Nintendo Network ID.

Try going into the settings and deleting your eShop account or NNID.

PS: Does your 3DS boot without an SD card plugged in?
no unfortunately, it will not boot up without it. btw I think I don't need to delete the account since I don't have any though..

For some reason a JPN NNID must be assigned to the system.
Because of that you should either format the system or delete the NNID account.
Both things can be done from the settings menu of the 3DS.
But before that, make that BACKUP, you don't need to backup the 3DS folder, but do backup everything else on the SD card, specially A9LH, arm9loaderhax, etc.

I go to the NNID settings and it said that I need to create a new ID?

Except then you'll have a Japanese region console again. Hope you can read kata/kanji. If not, I'd suggest leaving it the way it is. There is an alternative "open source eshop" called freeshop. You can find it here on this site. Unfortunately, rules here prevent me from teaching you how to set it up, so you're gonna have to do some googling. If you'd like, you can also join the discord channel in my signature. I can help you more there without restriction.
How does section iv change it back to Jap?

What seems to have happened here is someone Region Changed but stopped after section 3. Section 4 changes the SecureInfo_A to the new region - which should fix the problems here.

@Martin_Sean try that section iv - it makes a copy of SI_A as SI_C with the correct region. Luma3DS - the 'cfw' will use the _C one if it's there.

unless you have Japanese games uninstalling a9lh would serve no purpose, seeing as your original intention seemed to be able to get game updates from the eshop, uninstalling a9lh would mean you could aaccess the eshop, but only the Japanese eshop and you can only get Japanese updates from the Japanese eshop (with the exception of region free games, which AFAIK is only the pokemon games)

ps the region change was already properly completed otherwise the system wouldn't be booting

To clarify:
  1. The console is a JPN system region swapped to USA via CFW. If you remove CFW without putting it back to JPN the 3DS will no longer boot, so don't do that yet.
  2. If you want to use your US eShop account, you'll need to keep CFW and keep it on US region.
  3. The first thing you should do before changing or mucking around with anything is make a backup of the 3DS. You can do this thanks to CFW. Please check the SD card for a folder called SD:\luma\payloads\ and tell us what's inside it and we can help you back the 3DS up and then we'll be safe doing any changes to get it working.

The problem with this console is that whoever did the region swap forgot to delete the eShop account at the beginning of the procedure.
For this reason the console is still linked to the JPN eshop and fails to log in.
The only solution I see to it is region swapping back to JPN, deleting the eShop account and then swapping back to US.
I think this is a dangerous and cumbersome procedure, and I'm not sure it is justified.
It should start by making a NAND backup anyway.

Not sure of why you think it wouldn't boot without cfw [if by cfw you mean a9lh&luma3ds]. I'm pretty sure it would boot fine - looking for official sources on that though.

Totally agree on #3 though - and a look at luma3ds's config

unless I missed something the eshop virtually never actually worked for region changed consoles with the exception of brand new systems that had never connected to the Internet, so even if he did go through all the region changing stuff, removed the nnid and re-region changed he still wouldn't get eshop access

Does install system titles break signatures? Or do they count as "legit" like the legit cias?

The o3ds eshop is fine after changing, what you said is true about the n3ds

AFAIK it works for old 3DS if you delete the eShop account before swapping.
It doesn't work for new 3DS.
This is as stated here.

hmm strange, I guess I was following the process way back when people were buying jpn n3ds consoles to get hackable fw's or small n3ds consoles before they were released in US

*insert "the more you know" meme here*

I wonder if he could just install the Japanese system settings and do a system format from there (just wondering if it's the system settings app itself that defines which sever it send's the unlink NNID request to)

Because you flash a CTRnand from a different region which I assume would clash with the info in SecureInfo_A and prevent a stock system from booting. If this is not true I'd like an explanation on how it doesn't break things to have a different regions CTRnand installed.

afaik ctrtransfer detects if the ctrtransfer image is the incorrect region, if it doesn't match it will automatically replace it with a donor SI_a that matches the new region

oh and that workaround seems to depend on having 2 systems of the original region to system transfer, it seems like upon doing a system transfer the source console is left completely fresh like a brand new system that has never accessed the eshop so then it's free to join a new region

I don't think it's a system vital file though. In that, some things won't work but it'll still boot, with the mismatch - still looking for sources on that though

Edit I stand corrected then

yall im torn... ive been hacking away at tales of phantasia GBA (the USA version) and have so many documents of reverse engineering i've done
  • TwoSpikedHands @ TwoSpikedHands:
I just found out that the EU version is better in literally every way, better sound quality, better lighting, and there's even a patch someone made to make the text look nicer
  • TwoSpikedHands @ TwoSpikedHands:
Do I restart now using what i've learned on the EU version since it's a better overall experience? or do I continue with the US version since that is what ive been using, and if someone decides to play my hack, it would most likely be that version?
  • Sicklyboy @ Sicklyboy:
@TwoSpikedHands, I'll preface this with the fact that I know nothing about the game, but, I think it depends on what your goals are. Are you trying to make a definitive version of the game? You may want to refocus your efforts on the EU version then. Or, are you trying to make a better US version? In which case, the only way to make a better US version is to keep on plugging away at that one ;)
  • Sicklyboy @ Sicklyboy:
I'm not familiar with the technicalities of the differences between the two versions, but I'm wondering if at least some of those differences are things that you could port over to the US version in your patch without having to include copyrighted assets from the EU version
  • TwoSpikedHands @ TwoSpikedHands:
@Sicklyboy I am wanting to fully change the game and bend it to my will lol. I would like to eventually have the ability to add more characters, enemies, even have a completely different story if i wanted. I already have the ability to change the tilemaps in the US version, so I can basically make my own map and warp to it in game - so I'm pretty far into it!
  • TwoSpikedHands @ TwoSpikedHands:
I really would like to make a hack that I would enjoy playing, and maybe other people would too. swapping to the EU version would also mean my US friends could not legally play it
  • TwoSpikedHands @ TwoSpikedHands:
I am definitely considering porting over some of the EU features without using the actual ROM itself, tbh that would probably be the best way to go about it... but i'm sad that the voice acting is so.... not good on the US version. May not be a way around that though
  • TwoSpikedHands @ TwoSpikedHands:
    I appreciate the insight!
  • The Real Jdbye @ The Real Jdbye:
