Maybe you need to change the local to the update too? the 3DS sees that as its own title.Same here. Got:
- 11.6 EUR, Luma 8.1.1, B9S 1.3
- DL .cia from that tittle key site
- DL 1.1 from QR code on that iso site
- Imported seed with FBI
- Change region and language with the Luma expansion To JP, then US, then EU, then JP again (hey, who knows!)

Why is it such a pain? I've got US and JP games on my EU 3DS that work like a charm.
After setting up the luma local app i started the game , and It happened this :Since you can only access the Japanese eShop from a Japanese 3DS, you need to update thorough Freeshop (when the update will be made available there) or find the update .cia somewhere else and install it through FBI.
As for the save, you you started the game before setting the locale, yes. You need to delete save data otherwise you'll be stuck with the error.

Still crashes at second loading. Issue must come from something else but I can't figure out what.* Turn off 3DS and put your SD card in your PC
* Inside "luma" folder, create a folder named "titles"
* Inside "titles" folder, create a folder named "000400000F70C100"
* Inside "000400000F70C100" folder, create a file called "locale.txt"
* Edit "locale.txt" to say "JPN JP" (without the quotes), and save "locale.txt"
* Put SD card back in 3DS.
* Hold "SELECT" when booting 3DS to enter Luma Config menu.
* Enable "Enable game patcher".
* Press "START" to save.
* Launch game and enjoy! No need to switch any other region settings anywhere else.
IMPORTANT: If you've already launched the game once and errored, you should use a save manager and DELETE all the save data you can for the game. I used this tool, intalled via FBI using QR Code:

BTW even with JPN JP activated the second loading screen says "chargement"(french). Don't know why.

Make sure you delete the save data if you crashed before. Mine crashed every time until I deleted the original save data. If you did delete it and it still crashes, then I'm not sure.
So that's what that was
My best guess is that the game is built in a dynamic language way to save trouble down the road. What I mean is, the game checks what language/region your system is and tries to load the corresponding language files. But every other language doesn't exist on the cart, so it crashes.
Other JP games probably don't do this.

Maybe i'll do that toowaiting till the 20th to play this... if it's not in english i'm not playing it.
It's a n3DS only game. Mode 3 won't help you at all.So I'm guessing this game isn't an extended memory game like SSB4. It's just completely above the hardware specs for the O3DS.
So NTR-Mode3 won't help right?
I haven't had any issues with any of the CIAs found on that iso site, and that includes the DLC and v1.1.0 patch. EU version on US console (because US version wasn't available at the time). Try different CIAs.Still not on freeshop.
The cias gives an error upon completion.
Using EU for my EU console ofc.
I'm surprised no one mentioned these issues on this board.
