So how did you boot homebrew. Surly you must of knew the region then when choosing the payload for homebrew launcher.

Did you ever get the menu to set up your 3DS after formatting? If not, you MIGHT need to use 2DSaver. Link.

Like i said, you seem to have an imported console. Remember your last system version? If it was 11.2.0-35U your system is USA. If it was 11.2.0-35E your system is EUR this is the first thing you should have known.

Also. If the program warns you how DANGEROUS it is NOT to make a backup, why did you skip it on purpose? Lack of space?

This is... Frustrating. You basically did all the stuff the guide forbid you to do, and are desperately trying to find a fix. You should NOT format a 2DS on 2.1 the guide tells you this. When CTR transfering decrypt9 asks to do a backup, the guide tells you this...

No. The backup was of your NAND. Your PHYSICAL NAND. That means, your 3ds motherboard. Not the games. It was a life saving ticket from most situations like THIS ONE.

I'm surprised you even got to install a9lh in the first place.

For the payloads, i don't think the output file is any different between regions/browser versions. Only through system versions (the first two digits). Can anyone correct me if i'm wrong here?
