Follow the rxTools tutorial in the tutorial section.
It will allow me to play roms without purchasing a seperate item? I'm not too familiar with all the terms yet. I don't have the 3ds but it's for sale and that's the version it is running.

Unless I am very much mistaken, the ONLY way to play ROM files (*.3ds/*.3dz) is with a flashcart. No CFW is capable of loading 3ds or 3dz files yet afaik. What you CAN do is install games as CIA files and play them that way.

If you are specifically looking to use drag and drop rom files, you likely need a flashcart.
If you are willing to go to the time and effort needed to install the files to the system then you can just use a CFW like rxTools.

It's still roms and games all the same. If he doesn't want to pay for anything, he can't really complain about what to use though.
You did well in stating it though since I didn't clarify it before.

Yeah, tbh CIA is probably a better way to go anyways, I just wanted to make sure he understood that it is not as simple as dropping a file on a card and playing it. CIA files aren't overly complicated to use, but they do tend to take a bit to install (especially larger titles and on an O3DS) and updating them requires tracking down the update CIA file since you can't just connect to the eshop and download the patch.

Yeah, that's all fine with me. Still in school and have no income here lol. After buying the 3ds I'll be broke so as long as I can play them I'm 100% ok with the extra work. Thanks again for the info, really helpful :)

No problem. I remember what it was like when I was new and had no idea what was going on or how to do anything. (Still feels that way sometimes >_> )

yeah lmao, it's hard enough finding a 3ds with a 9.2 or lower firmware. Luckily the guy selling a used one has a 4.5 haha.

Just please, please make sure you read/tread carefully. I've heard all too many heart-wrenching stories of accidental updating because of some facet of the process the user was unaware of.

This 100%.

In fact, I very strongly suggest you consider getting a hardmod done so you can downgrade back if you accidentally update

Will look into that. Will be getting the 3ds on tuesday I believe.

How much are O3DS Non-XL on 4.5 going for nowadays? I have a spare one I haven't used in a while, might sell it.
I got it for about 80$ free shipping
