well there isn't a public way to share eshop stuff yet, and sharing them here is a no no...

So, did you do it yet?That's the English release. A friend of mine actually has the RF4 Japanese cartridge so it shouldn't be too hard to get my hands on the other half and decrypt that as well. Once that's decrypted, we'll see.

I can't seem to find the Japanese rom so no luck for me.
I did. Had to drive to said friend and get the cartridge dumped, but it did get done and decrypted.

Every single voice file is named differently. Actually a lot of the files in the Japanese release is different from the US version of the game. That means you'll need to go through the files, listen to the english one, find the japanese equivalent and replace them one by one.
Unfortunately I don't have any Japanese knowledge, so you'll need to find someone who is willing to go through 13800 voice files and who is fluent in Japanese. Luckily most of the Japanese voice files are named accordingly so it's sometimes easy to see on the file name what the voice file says, however the English ones are amazingly enough named "[Name]_108" for example. So you need to go through every single English voice file no matter what.
So that's all I can do, sorry! Here's the file tree again for the JP release.
I'm sure there's some way to automate the progress somehow... Maybe I'll look at it later, though I'm not exactly all that knowledgeable on reverse engineering type stuff so can't promise too much.
You can just replace text in japanese rom.

Yeah it's because it's undecrypted so the patch is huge, but it's still faster than downloading both roms and doing it manually yourselfThe patch file is more than the size of the game? Is this normal because it's undecrypted.
