Hm... Well, Midnight Club LA Remix just came out, and it got pretty good reviews... there's also that futuristic one...can't remember what it's called because I don't play racing games, but it's one of the best rated PSP games, I think. (Oh yeah, I think it's called WipeOut?)

Wipeout Pure?
 
Both wipeouts got really good reviews. I really like ridge racer 2 because it has tracks from RR 1. Which I played a lot back in the day.
 
The new Midnight Club LA Remix, Stay away from Midnight Club 3 DUB Edition, Terrible in game speed, hardly playable.

I like Need For Speed Most Wanted, Stay away from Pro Street, Not sure of Carbon.. The New Need For Speed is out today I believe.. Undercover I believe its called. Supposed to be good. I heard Wipe out is good, and Burnout for the PSP is great too.

DONT get Fast and the Furious. or Juiced 1 and 2 Both aren't good at all. Stick with the ones up top.
 
ridge racers 2 (don't get the first game as it's the same as the second but less cars)
race driver 2006 (if you like realistic driving aka gran turismo)
burnout legends, dominator
midnight club LA remix (although it's starting to get a bit repetitive.....)
gripshift
Test Drive Unlimited
and wipeout pulse if you must although i don't like the wipeout series much.
i can guarantee you will play ridge racers 2 for ages, i've been playing the game for 5 months on and off and i still haven't complete it lol (98%)

gripshift - just play it, it's very addictive!

wipeout pulse (not tried pure yet)
