No. content created must be approved by microsoft themselves. when will people learn that dev programs do not equal homebrew/piracy?

the article says
The program is said to be completely open, requires no approvals or NDA’s, and will enable literally anyone who owns a retail Xbox One to develop games for Xbox One and Windows 10 with integrated Xbox Live sign-in, presence, and social features.

Judging from your posting history, you didn't learn much did you?

No, emulators and ANY OTHER PROGRAM THAT ENABLES GAME PIRACY won't EVER be available on the Xbox store.
If an emulator does slip by, it'll be removed by MS rather quickly.

This is for homebrew devs to push their application/game to the platform.
There's no motive for piracy for those people.

I'm assuming you're referencing the potential of the Xbox One emulating other systems? It's definitely there, but MS would get owned hardcore in lawsuits if they hosted emulators for systems owned by their competitors on the Xbox Store. When someone comes up with a CFW hack for the Xbox One, that's when emulation might make its way to the Xbox One.
