With the DS is it possible to perform file operations, like reading from (parsing) and writing to files?

Is it possible to use the wireless capabilities?

For a project I have in mind I need to be able to write text files and send them back to a PC. I can't seem to find info on Google but maybe I am not searching for the correct terms.

They're definitely possible, as I've seen both done, in file managers and more apps.
Unfortunately, I don't know how.

I do remember, however, that there are 2 ways to do DS Wi-Fi. One way, the simpler IIRC, is limited to 11KB/s, but the other method (?) can get 60KB/s easily.
 
Many flashcards have online update features, so read/write to the SD card over Wi-Fi is absolutely possible. Not sure of any homebrews that make use of it, though I'm sure the function is implemented in libnds.
