Gaming Wind Waker HD download code region locked?

I would like to get a Wind Waker download code from ebay, but they are all US version and i can't find anything about potential region locking for downloadable games. Also, i would like to know if i can download this before the release (october 4th here in Holland)

Does anyone know if this will work?

I have no idea whether the code is region locked, but I bought the Wii U + WW pack today (2th October) and I could download the game just fine with the included code .
