I own a DS2 and therefore do not need to enter, although I meet the requirements to do so.

besides i already said that you could write a tutorial about a popular homebrew if you didnt already own a SCDSTWO.
for example that guy who wrote about yahoo messenger, you could do the same for msn im sure that'd be appreciated

I don't have a PS3 and $35 doesn't seem like it would compare financially to the other two prizes.

I'm pretty sure you can send it in any format (otherwise he'd have mentionned it) or you could just write the tutorial in the email?
you know emails can have formatting and pictures

If it's a contest like this on a site like this, I would immediately not count any submissions in the form of docx, or any other Microsoft or closed format. But that's just me.
