That I don't know. For example, Club Nintendo America released download codes exclusively for its North American members. Club Nintendo Europe and Club Nintendo Japan for European and Japanese members, respectively. So, no, I don't think that's possible.

A region-locked game can only be played/redeemed on a unit that is of the same region. You cannot use a region-locked download code on a system whose region differs. However, having an imported system, like a NA-designated Wii U in Europe, doesn't mean it allows EU-locked games/codes. It will still only allow NA-locked games/codes.
